JB MDL COVID-19 FAQs (as of 29 June)
Q: Why did the base limit access to the retirees and veterans?
A: In an effort to minimize health risks associated with COVID-19, the Joint Base Installation Commander has limited retirees and veterans access on base, in line with the NJ Stay-At-Home Order and the JB MDL Public Health Emergency Declaration. This decision was made to best mitigate the risk, threat and spread of COVID-19 with a two-fold focus: 1) To minimize the spread and exposure from outside members to our essential base personnel to protect mission sustainment and 2) to further mitigate risks. People of all ages can be infected by the new coronavirus (2019-nCoV). Older people, and people with pre-existing medical conditions (such as asthma, diabetes, and heart disease) appear to be more vulnerable to becoming severely ill with the virus. The World Health Organization and Centers for Disease Control and Prevention (CDC) advise people of all ages to take steps to protect themselves from the virus. For example, follow good hand hygiene, respiratory hygiene, and social distancing measures.
Q: What are the adjusted pharmacy hours?
A: The Pharmacy is open 7:30 a.m. - 4 p.m. (Monday – Friday). As an additional service to our beneficiaries impacted by base access limitations (retirees and disabled veterans), the Pharmacy will provide curbside services only on Tuesdays and Wednesdays. Please call 609-754-9470 or go to Tricare Online (www.tricareonline.com) to request a refill.
Q: I have an appointment on base. How do I know if it’s cancelled?
A: The Medical Group is making every effort to honor currently-scheduled appointments. In accordance with CDC recommendations, we are maximizing the use of virtual appointments and phone consultations for as many of our patients as possible. Unless a member from the clinic notifies you otherwise, your in-person appointment has not been cancelled. You can also check the status of your appointment at tricareonline.com. Q: I’m a retiree with a PCM on base. Can I come to my appointment?
A: Retirees enrolled to the Medical Group who have medical appointments will be authorized access to the installation only for their appointment. We are maximizing the use of virtual appointments and telephone consultations for as many of our patients as possible, so in-person visits will not be required in many cases. Q. If I am a retiree who lives on the base or are an essential personnel DOD civilian with base access, am I allowed to shop at the Commissary or Exchange on the weekdays other than Tuesdays and Wednesdays?
A: You are allowed to shop during the week if you already have base access as a designated essential personnel or as an on-base housing resident.
Q: I'm a patient at the family medicine clinic, a medically retired vet, and have a PCM on base. I would like to message him directly about refilling one of my medications.
A: You can contact your Primary Care Manager (PCM) through Secure Messaging at www.tricareonline.com (TOL). This site also allows you to request medication refills, view your health records, make appointments, and contact the Nurse Advice Line. You may also request to leave a message with your PCM by contacting the Medical Group Appointment Line at 1-866-DRS-APPT (1-866-377-2778).
Q: I have hand carry scripts, do I need to call first to schedule a time to come in and fill?
A: Please have your physician/clinic send the prescription to our Pharmacy as an electronically (e) Rx. If they have questions about this process, they can reach our Pharmacy team at 609-754-9470 (option #4). For new controlled prescriptions, beneficiaries should utilize Tricare Mail Order/home delivery or retail pharmacies. Hard copy prescriptions are not recommended at this time. There is a link on the Joint Base website, Coronavirus site labeled TRICARE PHARMACY INFO on the left-hand side if you have more questions.
Q: What should I do if I think I have COVID-19?
A: If you are sick, please stay at home. For a large percentage of the population who contract COVID-19, they experience mild cold/flu-like symptoms. As a measure of caution to decrease risk of transmission to others, we recommend you remain at home even if your symptoms are minor. If you have concerns, you may call the COVID-19 Hotline at 609-754-9050 (Monday through Friday during normal duty hours). After hours, please call the Nurse Advice Line at 1-800-874-2273.
Q: I was tested off-base. Now what?
A: Notify your chain of command that you were tested, and update them with the results ASAP. You can also call the COVID-19 Hotline at 609-754-9050 during normal duty hours for questions.
Q: What precautions should I be taking?
A: JB MDL highly encourages everyone to follow the guidance issued by the Centers for Disease Control and Prevention (CDC). CDC officials recommend getting an influenza vaccine and taking everyday preventive actions to help preclude the spread of germs. All personnel and their families should continue to practice proper hygiene as the best way to prevent the spread of viruses. This includes washing hands with soap and water for at least 20 seconds or using an alcohol-based hand sanitizer that contains at least 60 percent alcohol. Also, avoid touching eyes, nose and mouth with unwashed hands and avoid close contact with those who are sick. Cleaning and disinfecting frequently touched objects also reduces contamination and spread of the virus. Finally, ensure social distancing, which means that you maintain a distance of six feet from other individuals and avoid gatherings.
Q: I had a member travel out of the country. How do I get them on the quarantine list?
A: As a matter of precaution, members returning from overseas duties from affected regions should contact their chain of command and Public Health at the COVID-19 Hotline at 609-754-9050.
Q: I’m a disabled veteran and my spouse/care-giver does all my errands, grocery shopping, etc. Can they get on base and shop for me?
A: Caregivers must have a VA caregiver letter signed by the VA clinic; additionally, the Veteran must be present to receive a pass for the caregiver. Veteran spouses must present their marriage license for pass. Passes will not exceed 30 days and will only be authorized for installation access on Tuesday and Wednesday. VHIC are only allowed on Tuesday and Wednesday.
Q: What are the commissary hours?
A: The commissary is conducting 100 percent ID checks upon entrance. Veterans and retirees living off-base will only have access on Tuesdays and Wednesdays. Although retirees can shop during all regular store hours on Tuesday and Wednesday, special shopper hours will be also be designated, allowing retirees time to shop without other patrons. The “no visitors” policy is still in effect.
Q: Will you use decontamination measures in the base shopping areas to disinfect shopping carts and other surfaces/services?
A: The commissary is following the highest standards of the Department of Defense’s health protection in their stores, which includes wiping down checkout areas, restrooms and shopping carts, routine hand washing and other basic sanitation measures to avoid spreading germs. Employees are closely monitoring their health and well-being, and asking them to stay home if they, or someone in their household, are sick.
Q: What is the protocol if someone has possible symptoms in an office area?
A: If the person in your office is showing actual symptoms of COVID-19, you should have them call COVID-19 Hotline: 609-754-9050 to determine their ability to work in that area. Just like non-COVID-19 situations, someone that is sick should be taking precautions to avoid getting others sick.

Q: What is leadership doing to mitigate risks across the base?
A: Across JB MDL, many in-person meetings have been moved to digital, we’ve implemented teleconferencing and teleworking programs for both military and civilians where applicable, and reduced the number of individuals in any given location to align with the President’s guidance of 10 people or less in any one room. Leadership is closely monitoring the effects of COVID-19 on JB MDL and the community, as this is an evolving situation. Effective 17 March, a Public Health Emergency was declared for the joint base for 30 days. Effective 18 March, the base assumed Essential Personnel only status until 15 April, in line with state and county declarations. Effective 21 March, the base is in Health Protection Condition Charlie. Also, effective 23 March, there were restrictions announced limiting certain categories of DOD ID cardholders to Saturday access only (with limited exceptions).
Q. Can you put out a listing of where positive case people have been on the installation?
A. Public Health is conducting detailed and thorough contact tracing for all members testing positive for COVID-19 and they are directly notifying individuals determined to be at increased risk. Public Health, in line with public health authorities across the country, do not announce specific areas where someone may have been unless there is an increased risk of virus transmission. We understand some may want to know every location someone who tests positive might have been, but location itself doesn’t translate to risk to others. The virus is increasingly present in the local area and there is growing community transmission, so we encourage everyone to avoid a false sense of knowledge regarding exactly where the virus is and isn’t present. All members of our community should have a heightened sense of caution and practice strict social distancing and personal hygiene measures. Continue to follow CDC guidance to protect yourself and others: wash your hands properly and often, use hand sanitizer, stay home when sick, maintain social distancing (6-foot separation as a general rule), avoid touching your face, and follow the NJ Stay-at-Home order. These measures, if employed consistently, are most effective at reducing your risk of getting COVID-19.
Q: Can we get 24 hour access gym membership back for the essential personnel?
A: The gym is closed, including 24 hour access for the health and safety of the fitness staff, our service members and their families. Joint Base Leadership will continue to assess when it’s appropriate to reopen the facility, in consultation with the Public Health Team.
Q: Is the exchange staying open?
A: Yes, as of 25 March. Refer to the stoplight chart posted on the JBMDL website, JBMDL app, and official Facebook page. This chart is updated regularly and has the most current hours for on-base services.
Q: Do we need a letter to get on base? I work at the exchange.
A: No. Please contact your supervisor if you have more questions or concerns.
Q: If we have very young kids and are mission essential. Should we fear bringing home the virus to our children?
A: Practice good hygiene. Wash your hands, don’t touch your face, disinfect commonly touched items and areas, stay home if you are sick. If you are experiencing COVID-19 symptoms, call the hotline at 609-754-9050.
Q: Where can we be tested?
A: If you are experiencing symptoms, call the COVID-19 Hotline at 609-754-9050 during duty hours. If it’s after hours or the weekend, call the Nurse Advice Line (NAL) 1-800-TRICARE / 888-901-7144 or your local urgent care.
Q: Is there a possibility of closing base down completely? And you must have a note saying you’re essential?
A: There has been no decision to completely close the base, but additional steps to further restrict access are possible. We are not yet at the point of maintaining essential personnel lists to verify at the gate. Unit commanders/directors are deciding what personnel fit the requirement of essential personnel.
Q: Are there any local charities that need financial donations?
A: Yes, but the joint base will not endorse specific charities. We can state that both the American Red Cross and USO are on the base and providing support.
Q: How are you helping the senior citizens get all this info when they don’t have access to FB or the internet? How will you notify retirees if they are not on social media platforms?
A: We are working with the retirees office on base and local military support groups to help us reach those who may not be connected to social media.
Q: Is there a possibility that we will be able to go back to work earlier than 16 August or is there a possibility it will be extended?
A: As of right now, Joint Base Leadership has not extended the Essential Personnel only reporting status past 16 August, but they are working with the Public Health team and assessing higher headquarters guidance to determine if an extension in needed. Many personnel are currently continuing to work via telework until the installation re-opens for all personnel to physically report for duty.
Q: I know some people (civilians) working on base. Will work continue?
A: The mission of the base continues and many have shifted to telework. The base remains essential personnel only. A civilian’s reporting status is determined by their chain of command.
Q: Can you help the people on base that have no supplies, because there is not enough?
A: Commissaries and exchanges are doing the best they can to stock the shelves. If on base stores do not have the specific items you are looking for, we’d recommend other area grocery stores or online purchases.
Q: What if we need lab work? What is the process for off-base care?
A: The lab is still open on base. Please call the 87th Medical Group at (866-DRS-APPT/377-2778) for more specific questions. Or contact TRICARE.
Q: Are we supposed to be utilizing the parks and common areas as of today?
A: Please stay at home to the maximum extent possible in accordance with NJ Stay-At-Home Order and the JB MDL Public Health Emergency Declaration. Follow social distancing protocols and avoid public places and gatherings. COVID-19 can remain on surfaces in these areas for a variety of times, including up to two days on steel surfaces.
Q. What do I do if I get tested off base and my results are positive for COVID-19?
A. Immediately contact the JB MDL COVID-19 Hotline at 609-754-9050 to alert the 87th Medical Group of your diagnosis, and be prepared for contact tracing procedures. You will then be given further instructions in accordance with CDC guidelines to ensure the health and safety of you and those around you.

Q. Why is DOD involved with the coronavirus response? A. The Defense Department is supporting our interagency partners by housing passengers during their 14-day quarantine period. Health Security is a pillar of national security, and DoD has an important role in supporting the implementation of the federal quarantine orders and ensuring the safety of those evacuating to the United States, as well as those on our base and in our communities.
Q. What role does HHS/CDC play in the evacuation process? A. CDC’s goal is to complete the health screening and quarantine activities in a manner that safeguards the health and safety of all passengers and the people of the United States. The Federal Quarantine Order will last for at least 14 days from when a person was last in an area where the virus was being spread. CDC medical professionals repeatedly check passengers for symptoms such as: fever, cough, and difficulty breathing. CDC will also ask a series of questions about each passenger’s health and risk of exposures to others with the 2019 novel coronavirus. If a passenger begins to experience symptoms (fever, coughing, or difficulty breathing) while in quarantine, the individual will be evaluated regarding the need for further treatment or transportation to a local healthcare facility.

General Information: VPN is intended for people who need access to share drives and other AFNET only based services. If members only need access to email please utilize OWA on government or personal computers without using VPN. This prevents the overloading of VPN services and maximizes availability to those who need it. This also applies for the majority of websites and web based services such as vPC, vMPF, TBA, and ADLS as they can be accessed from personal or government machines without the need of a VPN connection. The Department of Defense is implementing new safety measures designed to protect DOD members and their families during household goods moves taking place during the global outbreak of coronavirus infectious disease 2019 (COVID-19).
Safety
•Moving industry personnel will be required to adhere to the CDC COVID-19 health protection protocols while in the service member’s residence.
•That means moving personnel must wear face coverings, clean frequently touched surfaces, and maintain good hand hygiene.
•They must also minimize the number of personnel at the service member’s residence to support social distancing requirements.
•DOD is also requiring moving companies to provide certification that moving personnel have been screened for illness in accordance with COVID-19 CDC Guidelines for Businesses and Employers.
•Moving companies will provide the service member written certification of this screening upon arrival
•A DOD representative will contact each service member during the relocation process to verify that the service provider is following all safety protocols, and to take swift corrective action when needed.
Decision Making
•Under the new safety measures, service members can decide who enters their residence.
•Service members can question moving industry personnel about adhering to CDC health protection protocols.
•Service members can stop the move at any point in the process. The service member is not required to compromise his/her safety for the sake of meeting a moving company’s timeline; if needed, the service member may ask to reschedule his or her move.

Effective today, the current JB MDL Public Health Emergency was extended for 90 days to 11 November. This extension is prudent as it provides the necessary legal tools to respond to, manage and control the current COVID-19 situation on base in order to ensure mission sustainment. We also remain in HPCON Charlie and under Phase I. Joint Base McGuire-Dix-Lakehurst will further ease restrictions under Phase 1 of its three-phased, conditions-based approach for reopening the installation by allowing retired military personnel and eligible veterans limited access on Tuesdays and Wednesdays, starting June 23. We understand the past few months have been challenging for our community and we appreciate your patience during this unprecedented time.

The following groups will have access to the installation, effective June 23, 2020: •All military members and their dependents •Retirees (access allowed on Tuesdays and Wednesdays only) •Gold Star families (access allowed on Tuesdays and Wednesdays only) •Disabled veterans (access allowed on Tuesdays and Wednesdays only) •All United Communities housing residents •Balfour Beatty Communities housing residents living on Lakehurst proper •Essential DOD civilians as directed by their unit commander/director •Mission essential contractors as directed by the 87th Contracting Squadron or their Service Contracting Office •Those who have current visitor’s passes until their expiration date (new passes will only be issued with unit commander/director or above approval) •Mail and deliveries through Commercial Gate •Members who require emergency access, and do not meet the criteria above, should report to the Welcome Center. Their Verbal Orders of the Commander request will be processed by the Welcome Center controller to the Emergency Operations Center.
On Tuesdays and Wednesdays for retirees and eligible veterans: •Wrightstown gate will be open from 7:00 a.m.- 6:00 p.m. (gate will be open to all personnel authorized access to the installation) •The pharmacy will begin call-ahead curbside service. Saturday pharmacy pick-up will continue for two more weeks, on June 20 and June 27. Beginning July 1, we will transition to Tuesday and Wednesday curbside service only. The pharmacy phone number for call-ahead prescriptions is 609-754-9470. Note: Other Medical Group services remain unavailable. •The DEERS/ID Card Office is available by appointment only. Appointments can be made at 609-754-5774. On Saturday, June 13, JB MDL will transition to Phase 1 of the COVID-19 installation reopening plan.
“As we see a decrease in the number of COVID-19 cases across our region, I am encouraged by how far we’ve come. Team JB MDL will emerge a stronger force from the challenges and lessons learned throughout this pandemic. We must continue to follow CDC guidelines, practice good personal hygiene, and maintain awareness of physical distance,” says Col. Bridget Gigliotti, the installation commander. “We will continue to follow Office of the Secretary of Defense and Air Force guidance as we evaluate further changes to our health protection posture and re-opening of services and access.”

COVID-19 Update for JB MDL – 15 May
JB MDL Public Health Emergency Extension, remains Essential Personnel only
In order to continue our efforts to fight COVID-19, in consultation with the Public Health Emergency Officer and other emergency management professionals, the installation commander is extending the PHE for 90 days until 13 August for Joint Base McGuire-Dix-Lakehurst, NJ in accordance with DoD Instruction 6200.03, Public Health Emergency Management within the DoD and AFI 10-2519, Public Health Emergencies and Incidents of Public Health Concern. This extension is necessary to ensure installation leaders continue to have the legal framework and resources required to make timely decisions to protect the health of the force, families, and communities, and to sustain mission-critical and essential services during the ongoing pandemic. This extension does not presuppose continuation of the same level of restrictions and countermeasures, which will vary with local conditions and within various Health Protection Conditions. Base leadership will continually assess the need for this PHE and adjust its implementation in a manner that balances risk to people and risk to mission. At this time, JB MDL remains in HPCON Charlie, with additional Delta measures in place as well.
The reporting status of the installation remains “Essential Personnel Only,” as directed by your respective unit commanders. Additionally, access remains restricted to all except the following groups:

JB MDL will continue to stay consistent with New Jersey county and state declarations and reopening actions, as applicable and balanced with mission and installation requirements. The New Jersey Stay at Home Order remains in effect until at least 5 June, with the governor likely to release updated guidance in the coming weeks. Everyone will play a part as federal and state guidelines adjusts to a “new normal”. Please continue following CDC, DoD, and base-level guidance.
Based on the continued threat COVID-19 is posing to the Joint Base, the Public Health Emergency declaration will be extended until 16 May and will re-assess the threat with advisors from the Installation’s Public Health Team to determine whether additional extensions will be needed. This extension is due to the developing situation on base and in the surrounding ar...ea. Our base will continue protective measures as COVID-19 remains a significant risk to our personnel and mission. JB MDL remains in Health Protection Condition (HPCON) Charlie, with additional Delta measures in place as well.

Q: Why did the base restrict access to the retirees and veterans?
A: The Pharmacy is open 7:30 a.m. - 4 p.m. (Monday – Friday). As an additional service to our beneficiaries impacted by base access restrictions, the Pharmacy will provide refill pick-up services only to retirees, Saturday from 8 a.m. to noon. Please call 609-754-9470 or go to Tricare Online (www.tricareonline.com) to request a refill.
Q. If I am a retiree who lives on the base or are an essential personnel DOD civilian with base access, am I allowed to shop at the Commissary or Exchange on the weekdays, or just Saturday?
Q: Will CDC 1 remain operational, and if so, what safety/preventative measures are in place to protect the staff?
A: Extra cleaning measures were enacted last week and a screening process was established this week, which is on top of existing guidelines for when a child or staff are sick. CDC1 closed 27 March as a result of increased risk and likely community spread in the surrounding community.
Q: Will those who paid for CDC services in advance be getting a refund for the services they aren’t using?
A: If parents kept their children home to fully achieve proper social distancing, or if parents are unable to use child care due to circumstances related to COVID-19, children will not lose their space. For those parents who were already charged, they will receive a credit. In addition, 1 April billing will be paused for children who are currently not in attendance.
A: Yes. Make sure you have your ID. As of right now, access to the Exchange and Commissary is only allowed on Saturdays for veterans and retirees who are not base residents.
A: Early bird shopping has been suspended until further notice, and the commissary is conducting 100 percent ID checks upon entrance. Veterans and retirees living off-base will only have access on Saturdays.

Q: Will you use decontamination measures in base shopping areas (BX, Commissary, Shoppettes). To treat shopping carts and other surfaces/services?
A: The commissaries, exchanges, shoppettes and gas stations have disinfectant products available for patrons to use. In addition, please practice good hygiene when shopping/filling up with gas, wash your hands before and after, and use hand sanitizer that’s at least 60% alcohol.
Q: Is there a possibility that we will be able to go back to work earlier than 15 April or is there a possibility it will be extended?
A: As of right now, Joint Base Leadership has not extended the Essential Personnel only reporting status past 15 April, but they are working with the Public Health team and assessing higher headquarters guidance to determine if an extension in needed. Many personnel are currently continuing to work via telework until the installation re-opens for all personnel to physically report for duty.
Q: Are you supplying masks to the airmen/soldiers while they’re working?
A: Masks are for those who are experiencing symptoms and medical professionals. Service members are following CDC guidelines on preventative health measures, such as social distancing, washing their hands, and not touching their face.
Q. I heard the base has established a quarantine and isolation facility on base? Is this true?
A. The base has designated two of our lodging facilities on base to lodge those unable to quarantine or isolate themselves on or off base. This is mainly for personnel arriving from locations requiring quarantine unable to self-quarantine at home, single military members who would normally enter on-base dorms and those attending essential pre-deployment courses requiring a 14-day quarantine. The base and effected units have established wrap-around services to ensure any individuals quarantined have the essentials needed throughout the quarantine/isolation period.

CDC Closure Announcement
Joint Base McGuire-Dix-Lakehurst leadership has been closely monitoring the COVID-19 situation and daily considering how it may impact our Child Development Center operations. Their focus has been two-fold: enable the CDC to remain open for essential personnel and keep our children and staff safe.
Over the past few weeks, the CDC has implemented extra cleaning and risk management precautions. Most recently, they implemented a screening process prior to facility entry.
Though we have not had a positive case in the CDC, we now see a significant increase in COVID-19 cases across New Jersey (3,675 as of 24 March), including significant numbers of cases in our surrounding communities.
Thus, after careful consideration of the local situation (to include the closure of off-base childcare facilities earlier in this pandemic) and consultation with the Public Health Emergency Officer, the installation commander has made the decision to close the CDC, with Thursday, March 26 being the last day of care. Family Child Care Providers will remain in operation; however, they are full and not accepting additional children at this time.
We understand this closure presents difficulties for our military families and units across the Joint Base. The Child Care Coordinator team is standing by to provide other options to help mitigate this burden while keeping the health of the children in mind for our team-mates. We also encourage affected members to communicate with their commanders and supervisors regarding this issue who are actively employing the Joint Base McGuire-Dix-Lakehurst commander’s direction to maximize telework to the greatest extent possible. “We’ve made this closure decision with the health and safety of our children and staff in mind,” said Col. Bridget Gigliotti, Joint Base McGuire-Dix-Lakehurst commander. “We believe that as a community, we can work together to get through this challenging situation and keep the mission going.”
For all affected families (including parents affected by COVID-19 related circumstances), their children will not lose their CDC space. Parents will not be charged fees for lost time, and if payment has already been made a credit will be rendered. Billing will also be paused until the decision is made to reopen our CDCs.

In an effort to minimize health risks associated with COVID-19, the Joint Base Installation Commander has directed the following actions, in line with the NJ Stay-At-Home Order and the JB MDL Public Health Emergency Declaration:

Retirees and Disabled Veterans can travel onto the installation on Saturdays for shopping at the commissary, Exchange, MPF (ID cards only) and pharmacy (refill pick up from 8 am - noon).
Pharmacy/Medication Service Options
Retirees can utilize the TRICARE Mail Order Pharmacy option. The quickest way to get started is by accessing https://militaryrx.express-scripts.com/home-delivery or by calling 1-877-363-1303.
Alternatively, retirees may take prescriptions to any network pharmacy to be filled. If you have already called in your medication order or dropped off a prescription to the 87th Medical Group pharmacy, but will not have base access, have your preferred pharmacy call the 87th MDG pharmacy at 609-754-9470 (option 4), and we will transfer the prescription.
If unable to utilize TRICARE Mail Order or a network pharmacy, the pharmacy will be open from 0800-1200 on Saturdays for retirees only. Saturday pick-up can be pre-coordinated by calling the 87 MDG pharmacy at 609-754-9470.
ID cards/DEERS
Beginning Monday, March 23, ID cards/DEERS service is by appointment only for anyone accessing the installation. To make an appointment, call 609-754-4677 or visit https://rapids-appointments.dmdc.osd.mil/. There will be appointments available for retirees only on Saturdays.
Base passes Effective March 23, at 1200, new visitor pass requests will only be approved if members submit a long-term visitor's pass request form signed by unit commanders justifying your requirement for essential personnel access. The visitor's pass request form can be downloaded here and on the JB Mobile App.

Traveling off-base
As a result of the COVID-19 pandemic, New Jersey Governor Phil Murphy issued a stay-at-home order directing residents to stay at home unless traveling for necessities and for the closure of all non-essential retail businesses to the public.

As you know, there are many Essential Personnel who reside in the community and travel to the base to report for duty. If encountered by local law enforcement during travel, service members and federal employees shall identify themselves using their military ID and explain the nature of their travel (having a military ID is not an exemption to the Governor’s order; if you are malingering and acting outside the state’s Executive Order, you may be cited by law enforcement).
Doughboy Inn Update
Part of Doughboy Inn remains allocated to support a HHS/CDC federal quarantine mission. There have been zero passengers that have arrived at this time. Part of the Doughboy Inn will begin supporting lodging for limited essential personnel, so expect to see more movement in the area that is not associated with the HHS/CDC mission.

JB MDL announces first positive COVID-19 case
Joint Base McGuire-Dix-Lakehurst announces first positive COVID-19 case.
A dependent of a service member assigned to the joint base is currently undergoing evaluation and treatment following a positive novel coronavirus test. The individual is in isolation at an off-base residence. Medical officials are performing contact tracing, and related information will be provided when available.
“Right now we have one confirmed case of COVID-19,” said Col Bridget Gigliotti, Joint Base McGuire-Dix-Lakehurst commander. “The safety of our service members, families and employees is our top priority. We will continue to work with our interagency partners to ensure we do everything we can to mitigate the effects of COVID-19 and ensure everyone has the most up-to-date information on appropriate measures to prevent the potential spread of the virus.”
The current Health Protection Condition level for JB MDL is Bravo to reflect the moderate disease threat posed by COVID-19 and the risk of exposure to personnel. Also, the base recently announced a Public Health Emergency in line with county and state declarations. Personnel should avoid handshaking, wipe common-use items, avoid risk areas and self-isolate as needed.

JB MDL announces public health emergency, essential personnel manning
The JB MDL installation commander has declared a public health emergency for the base as of March 17 due to the evolving threat of COVID-19.
The declaration of a public health emergency allows the base commander to take certain protective measures. The emergency order is in place for 30 days.
The state of New Jersey and Burlington County, including other various counties throughout the state, are in similar states of emergency.
The order can be terminated or extended as required. The commander’s authorities are cited in DoD Instruction (DoDI) 6200.03, “Public Health Emergency Management (PHEM) Within the DoD,” and Air Force Instruction (AFI) 10-2519, “Public Health Emergencies and Incidents of Public Health Concern.”
The base is open for essential personnel reporting for duty and some support functions will remain available. Additionally, access to base is restricted to contractor personnel except for those supporting mission-essential contracts. Contractor employees should contact their company supervisor for specific direction.
As a reminder, JB MDL is currently in Health Protection Condition (HPCON) Bravo. HPCON B level is an outbreak or high exposure risk and includes moderate health protection measures such as no handshaking, additional cleaning of common-use areas; however, be aware that more restrictive additional HPCON C measures could be implemented.
Essential personnel reporting: JB MDL will assume essential-personnel manning effective March 18 until April 15. Only essential personnel will report for duty. Those members should contact their respective command teams for specific reporting instructions. Units should maximize use of telework.
Additional info: The 87th ABW Medical Group has set up a hotline specifically if you are a 87th Medical Group beneficiary and you have specific/personal COVID-19 medical concerns: 609-754-9050, which is operated between 0745 and 1600 during the week. All other calls should be directed to the Nurse Advise Line at 1-800-TRICARE (874-2273), option 1.
As a reminder, you should call ahead before entering any clinic if you suspect you have COVID-19, to avoid contaminating the facility and possibly exposing others to the virus.

The base continues monitoring the COVID-19 situation. The Joint Base leadership team and our public health experts continue to work closely with county, state and federal health teams to reduce the spread of the virus. Here are a few additional updates:
1. The Joint Base Installation Commander has directed JB MDL to assume Health Protection Condition Bravo (up from HPCON Alpha) as a result of the heightened exposure risk and continued spread of COVID-19 globally. NJ positive cases continue to increase. There are still 0 confirmed positive COVID-19 cases at JB MDL.
HPCON Bravo includes the following actions:
- Strict hygiene (frequently washing and/or sanitizing hands, wiping common-use items with disinfectant)
- Covering mouths and noses with a tissue or sleeve when coughing or sneezing; and staying home when sick
- Practice social distancing and refrain from physical contact such as hand shaking and sharing food, etc.
- Further assessing procedures and putting in additional measures to reduce exposure risk
2. There are many customer service functions that have begun implementing HPCON B procedures or modifying their customer interaction:
- Security Forces ID Card procedures at the gate have been modified. Please follow all directions provided by the Defender. The driver is still responsible for collecting all passenger ID cards and displaying them to the Defender. Visitors will still require a pass to enter the installation.
- Dining facilities temporarily eliminated salad bars
- Additional changes or modifications will be made as units/services access their HPCON B posture.

3. The Open House Air Show, Power in the Pines, scheduled for May 16-17 is cancelled. As you have likely seen, most upcoming air shows have postponed or cancelled throughout the country. This decision is based on guidance from the Center for Disease Control and Prevention, Department of Defense and the Air Force related to mass gatherings and cancellation of community outreach events. All of this is on top of the public health risk of gathering 75,000 people in one area, potentially widely spreading the virus. Other upcoming mass gatherings on base are being reviewed by Joint Base leadership for cancellation or re-scoping.
4. As a reminder, if you or a member of your family develop flu-like symptoms with fever and cough or shortness of breath and suspect you have had contact with a person who has COVID-19 (or have been to areas of community spread), call the your medical facility first to prevent possible transmission in their facilities. The base is closely monitoring the COVID-19 situation and taking actions to respond to any COVID-19 impacts on our installation, our personnel and their families and the local community. The Joint Base leadership team and our public health experts are working closely with county, state and federal health teams to reduce the spread of the virus.
Public Schools Many of the public schools in the area are closing, and some going to remote-schooling for up to four weeks. If personnel assigned to the joint base are affected by the closures, we encourage you to speak directly with your supervisor/unit to address any personal impacts. We are also determining what, if any, additional youth services will be available.
Youth Programs/CDCs All programs will remain open at this time. Base public health professionals have advised that the risk remains low in the surrounding community. As missions continue on the joint base, we will continue to balance continued military operations with continuing support services. We are closely monitoring the COVID-19 situation and will adjust as needed. As services expand or reduce, the Force Support Squadron will communicate any changes.
Travel Info
The Department of Defense has released guidance on travel restrictions applicable to all DOD military and civilian personnel. Your unit will be working to ensure they are in line with your Services’ specific guidance and may issue further unit-specific guidance.
Customer service functions may experience reduced services and not all non-mission essential services will continue. We ask for your patience as we work through this COVID-19 response.

Joint Base MDL leaders and its medical experts want to emphasize that despite the low risk to JBMDL and the local community, everyone can do their part to mitigate risk and impact to their health and the mission. Leadership is actively monitoring the current situation to ensure the health and safety of our service members, civilian workforce and families. At this time, there is no impact to JBMDL mission or operations.
To date, there have been ZERO quarantined passengers at Doughboy Inn. If you’ve seen any personnel/movement at the facility, it is the contractor that’s in place and Department of Health and Human Services and Center for Disease Control and Prevention personnel whose offices are set up there in preparation to receive any passengers needing quarantine. We continue to be ready to support DHHS/CDC for their mission.
To ensure we keep our community safe and are able to safely continue our missions here at JBMDL, we are implementing selected measures from higher health protection condition levels to further prepare our installation. The base remains in close coordination with county, state and federal public health officials.
In line with our primary focus on mission assurance, we are prepared to take necessary actions to ensure that our personnel are fully capable of performing their mission.

JBMDL postured to support HHS in novel coronavirus response At the direction of the Secretary of Defense, Joint Base McGuire-Dix-Lakehurst has been selected to assist the Department of Health and Human Services in housing up to 20 individuals with possible exposure to the novel coronavirus.
JBMDL’s only role is to provide support by housing incoming passengers for observation, specifically any passengers identified for quarantine arriving to Newark International Airport, New Jersey. They will be housed for up to 14 days in a stand-alone building at the Doughboy Inn on JBMDL to be assessed for symptoms by HHS and Centers for Disease Control and Prevention personnel.
This is a preventative measure. Every passenger receives multiple, thorough screenings before leaving from overseas and again upon arrival to the United States. HHS will be responsible for all care, transportation, and security of the passengers during the quarantine period. Anyone showing symptoms of the infection will be transported to an off-base medical facility for a full medical evaluation, treatment, and isolation.
JBMDL personnel will not be directly in contact with the passengers, and passengers will not have access to any base location other than their assigned lodging. CDC personnel follow procedures to ensure proper sanitary/protection measures are taken when interacting with quarantined individuals to avoid any spread of potential contamination. A safety cordon will be established to ensure the JBMDL mission can safely continue, the privacy of the passengers can be assured, and to protect the health and welfare of our community.
No other individuals are staying at the Doughboy Inn at this time, as the base has multiple lodging facilities. Military personnel who would have normally used the Doughboy Inn, will be accommodated in other lodging facilities on base or will be able to receive non-availability letters that assure they are reimbursed at the proper rate for off-base lodging.
