Update to DHS REAL ID Act of 2005 Enforcement

In October 2016, JB MDL began enforcement of the Department of Homeland Security (DHS) REAL ID Act of 2005. The REAL ID Act of 2005 establishes minimum security standards for state-issued driver's license and identifications. It prohibits federal installations from accepting state-issued driver's license and identification cards not meeting DHS requirements. Fundamentally, the Act states drivers.

License and identification cards issued by Non-Compliant States are not authorized to access a federal installation. Additionally, Non-Compliant state identifications are not authorized for vetting purposes. Individuals presenting a Non-Compliant state identification will not be authorized to receive a pass to access the installation. JB MDL is accepting identifications from states or territories that are “Compliant, Under Review, granted an Extension or Limited Extension.”

IAW DHS website, each state is currently listed as follows:

“Compliant States” -- Alabama, Arizona, Arkansas, Colorado, Connecticut, Delaware, DC, Florida, Georgia, Hawaii, Indiana, Iowa, Kansas, Maryland, Mississippi, Nebraska, Nevada, New Mexico, Ohio, S. Dakota, Tennessee, Utah, Vermont, West Virginia, Wisconsin, Wyoming.

There are three states “NOT compliant” with DHS requirements: Minnesota, Missouri, and Washington State. Minnesota and Washington State offer an Enhanced Driver's License authorized to access federal installations.

The following states/territories are projected to be added to the “Non-Compliant” category on 30 January 2017 -- Maine and Montana.

“States/Territories “granted an Extension” to 6 June 2017” -- Alaska, Kentucky, Oklahoma, Oregon, Pennsylvania, South Carolina, and Virginia.

“States/Territories “granted an Extension” to 10 October 2017” -- American Samoa, California, Guam, Idaho, Illinois, Louisiana, Massachusetts, Michigan, N. Marianas, New Hampshire, New Jersey, New York, North Carolina, North Dakota, Puerto Rico, Rhode Island, Texas, and Virgin Islands.

Individuals possessing a Non-Compliant state identification may present an alternate form of identification, i.e., U.S. passport, Permanent Resident Card/Alien Registration Receipt Card
