JB MDL finance office helps take bite out of debt

First-term Airmen have the greatest potential for receiving overpayment of military pay entitlements when moving to their first duty station.

They are provided a finance briefing when attending the First-Term Airman Center orientation. Sometimes they are required to wait several weeks to attend, increasing the possibilities of being overpaid. Many Airmen do not realize they can use the Web-based Permanent Change of Station In-Processing System to file a travel voucher within a few days of reporting to a gaining unit, regardless of when scheduled for FTAC.

Airmen will receive travel entitlements based on the voucher filed through PiPS. Military pay is also updated based on the information provided. To reduce the potential for obtaining a military pay-related debt associated to a PCS, members must file vouchers as close to the arrival date as possible. The member's PCS voucher directly affects Basic Allowance for Housing, Basic Allowance for Subsistence, leave balance and ability to use LeaveWeb. It is very important to stress the importance of continuously reviewing Leave and Earning Statements to ensure receptions of the correct entitlements. Not filing PCS travel vouchers as soon as possible can have negative consequences on pay.

PiPS is a user-friendly system that provides an easy-to-understand question and answer session, guiding the member through the PCS travel process from start to finish. Members are required to upload their orders and any receipts into the system via scan or fax. The entire process normally takes 35 to 45 minutes. The only prerequisite before the member can file a voucher in PiPS is to have their common access card certificates updated to reflect the gaining base and have a government email address established. If computers are not available in your unit, computers are available for use in the McGuire Finance Office, Building 2906.
