Threat Environment

While there are no known specific threats against the joint base community, propaganda distributed by al-Qaeda and the Islamic State of Iraq and the Levant  encourages support for homegrown violent extremist. These groups have encouraged support for the Tsarnaev brothers (Boston Marathon bombers) as well as encouraged supporters to carry out attacks in their home countries like the Tsarnaev brothers did.  Such propaganda has been known to motivate individuals to action, and the trial could further motivate an HVE to act.

Terrorist Targets:
Islamic extremist propaganda encourages a variety of lone wolf operations:
· Attacks against the transportation sector--railroads
· Targeting political figures and military members/facilities
· Targeting financial, infrastructure assets
· Shooting attacks
· Car bombs targeting people, not just buildings
·  Vehicle ramming
· Attacks against the White House, federal employees, festivals, and sporting events

Unattended Bags/Packages - Be alert to:
· Unattended bags and packages, especially those with an unusual odor or appearance
· Wetness or unusual stains from or near a container
· Strange smells or smoke
· Wires or coils protruding from containers or bags

Suggested Protective Measures:
Protective Measures:
· Be alert to unattended bags
· Lookout for illegally parked vehicles in and around facilities, try to get the following information (as much detail as possible, without placing yourself in danger):
· Time and date
· Location
· Activity
· Make
· Model
· Color
· How many passengers
· Passenger description
· Conduct visible security scans
· Vary routes
· Be alert to activity that could be pre-operational surveillance
· Be alert to individuals who do not belong along in the area
· Clothing unsuitable for time of year or location (ex: heavy coat in summer)
· Any devices, containers or wiring protruding from clothes of suspected individual or their bags/backpacks
· Be alert to individuals who appear extremely nervous
· Be alert to individuals who appear to be avoiding law enforcement / security
