The Joint Base McGuire Dix Lakehurst Sexual Assault Prevention and Response Program provides 24-hours, seven days a week sexual assault response capability for all active duty member and dependents 18 years old and above. Once you contact the SARC, you have the option to receive support to explain reporting options and if requested, meet you at the hospital for a medical evaluation.

Sexual Assault is criminal conduct that falls well short of the standards America expects of its men and women in uniform and is a violation of our Air Force Core Values.

Sexual Assault is defined as intentional sexual conduct, characterized by use of force, physical threat or abuse of authority or when the victim does not or cannot consent. Sexual assault includes rape, nonconsensual sodomy (oral or anal sex), indecent assault (unwanted, inappropriate sexual contact or fondling), or attempts to commit these acts. Sexual assault can occur without regard to sex or spousal relationship or age of victim.

Consent shall not be deemed or construed to mean the failure by the victim to offer physical resistance. Consent is not given when a person uses force, threat of force, coercion or when the victim is asleep, incapacitated, or unconscious.

The JB MDL SAPR office provides a 24-hour, seven-day a week sexual assault response capability for all victims on the installation, and assigned geographically separated units. Anyone who feels they have been a victim of sexual assault may contact the SAPR office.

After you contact the SAPR office, you will be assigned a trained Victim Advocate. Your Victim Advocate will explain reporting options, and may meet you at the hospital for a medical evaluation, treatment and examination. It is your option to accept or decline victim advocacy .

The Department of Defense has instituted new avenues for reporting sexual assault in the form of Restricted and Unrestricted Reporting. Restricted Reporting allows a victim to report a Sexual Assault without triggering an investigation. It is intended to give the victim (survivor) time and control over the release of their information. Further, it also empowers the survivor to make an informed decision about participating in the criminal process.

Restricted Report

  • Enables military members, dependents (18+) and DoD Air Force civilian employees who are victims to report allegations of sexual assault to specified personnel without initiating an investigation. Specified personnel include the SARC, a military healthcare provider, or an on-duty victim advocate. While chaplains have confidentiality/privilege, they cannot take a Restricted Report. Communication related to the incident is considered protected.
  • Provides confidential reporting.
  • Allows access to medical care, counseling and a victim advocate but does not initiate the investigative process. Intended to give the victim additional time and increased control over the release and management of the victim's personal information.

  • Empowers the victim to seek relevant information and support to make an informed decision about participating in the criminal process.
  • Civilians and retired members are not eligible to make a restricted report.

 

Unrestricted Report

  • Any report of a sexual assault made by a victim through normal reporting channels, which includes the victim's chain of command, law enforcement, and the AFOSI or other criminal investigative service.
  • No confidentiality.
  • The SARC will be notified and assign a victim advocate to the individual.
  • Details of the allegation are provided only to those personnel who have a legitimate need to know.

Independent Report/Third Party Reporting

  • Information about a sexual assault is disclosed to command from an independent or third party source.
  • An official investigation may be initiated based upon an independent report.
