Official Foreign Visitors

Officially sponsored visits are those in which a foreign visitor is representing their country in an official manner. Official visits of foreign military members and their families to CONUS installations are verified with the Foreign Visit System (FVS), FVS-Confirmation Mode (CM), or Invitational Travel Orders (ITO). Official Visit Requests are handled through the respective country's embassy and routed through FVS channels. For further information on Official Foreign Visits email 87ABW.XP.FDO@us.af.mil

Unofficial Foreign Visitor Request

All unofficial foreign visitors wishing to access JB MDL must undergo additional background checks and processing before being issued a visitor's pass. This includes non-U.S. citizens who hold a foreign passport and are not a U.S. permanent resident or do not have Department of Defense identification that would otherwise grant them base access. The processing and additional background checks take additional time, all forms must be received at least 10 business days prior to the visit, to receive approval and the visitor to be issued a pass.

Social Gatherings/Special Events

Instructions:
• Special event requests must be submitted no later than 3 business days prior to event.
• DOD Card Holder digital signature is required.
• Special event requests with 100 members or more must be submitted no later than 5 business days prior to event.

• If your event is greater than 100 members, the Special Event must be authorized by the 87th ABW Commander.
• Please organize alphabetically by last name.
• All fields are required, to include full legal names, full social security numbers, and DOB
• Last page of special event form requires all fields to be initialed for sponsor to assume responsibility of guests and acknowledgement of procedures.
• Special events are only for groups of 5 or more. (less than 5 are case by case)
• Please call once you have completed and emailed it back to ensure that we received it.

New Jersey is compliant with the REAL ID Act. Federal agencies can accept driver's licenses and identification cards from New Jersey at Federal facilities. Please follow the link for more information. As of 8 May 2025, all visitors must comply with the REAL ID Act.

Retirees/Non-Base Affiliated Housing Member

Retirees and Other Eligible Tenants residing in privatized housing who are authorized to sponsor may request short term passes not to exceed 30 consecutive days.
Other Eligible Tenants residing in privatized housing with locally issued credentials (DBIDs) Are authorized to sponsor individuals. They can request short term passes for visitors not to exceed 30 consecutive days. They must be limited to their personal housing area only.
All visitors in staying within UC must have approval from UC.

Veterans

As of 1 January 2020, Veterans with a verified disability below 100 percent as well as a Veterans Health Identification Card (VHIC) marked "Service Connected," "Purple Heart," or "Former POW," with a current expiration date will have access to the commissaries, exchanges, and some MWR activities. VA registered primary caregivers of eligible veterans will also have access. Upon first visit to the installation, eligible veterans and caregivers must present their VHIC and official caregiver letter at the Visitor Control Center (VCC), along with a government issued ID or U.S. Passport.

If you are a veteran and would like to bring a guest onto the installation, every guest to include spouses and/or friends, must transit through the Welcome Center to obtain a daily use pass. Caregivers can obtain a pass up to 1 year in length if they come in with the Veteran and proper medical documentation stating they’re a caregiver.
